El 20 de diciembre de 1996 se presentó ante el Parlamento Vasco una iniciativa legislativa popular
que aspira a proclamar una Carta de Derechos Sociales contra el paro y la pobreza, que resume dos de
las reivindicaciones históricas del movimiento sindical: el reparto del tiempo de trabajo y la fijación añadida
de un salario social, reconocido como derecho ciudadano, para quienes demandan y no encuentran

On the 20 of December 1996 a Citizens Legislative Initiative was put forward the Basque Parliament
in order to pass a Social Rights Charter against unemployment and poverty.
This Charter includes two of the historia claims of the Trade Union Movement: the sharing of the
existing working time and the establishing of a universal unemployment benefit, as a citizens right for
those who seek and can't fin a job.
