Las leyes penales en blanco necesarias por el momento histórico en que vivimos (alto grado de desarrollo industrial, técnico y económico ágil, rápido, cambiante y variado al que el Derecho penal debe dar respuesta y existencia de determinadas materias, como la medioambiental, con tal variedad de matices a la hora de la realización del hecho punible, que resulta muy difícil recogerlos en un único texto articulado, dada la gran precisión que requiere su tratamiento), presentan problemas que serán analizados en este artículo, especialmente en el ámbito de los delitos contra el medio ambiente.
