Abstract

El artículo que nos presentan M. Lourdes Quaresma y Maria dos Prazeres de la Dirección General de Acción Social y titulado "Acoger, Conocer y actuar : Desafíos para la acción" describe la importancia del conocimiento de la realidad local para la orientación de las acciones a desarrollar. Desde esta perspectiva se presenta la implantación en Portugal de tres observatorios sociales locales en Porto, Setúbal y Faro. La metodología se ha basado en la búsqueda del análisis de las necesidades de la población permitiendo así realizar una diagnóstico social riguroso. Se compara así estas necesidades con los servicios puestos en marcha, evaluando así su coherencia y eficacia . Con este articulo, las autoras intentan demostrar la importancia para la Acción Social de los observatorios en diferentes niveles. El papel de éstos en el estudio de los temas locales, actores locales así como decisores políticos permite realizar un diagnóstico en términos de planificación y evaluación permanente de la intervención.

The article presented by M. Lourdes Quaresma and María dos Prazeres from The General Directorate for Social Action and titled ‘Welcoming, knowing and acting: Challenges to action’ describes the importance of knowledge of local reality for the orientation of the actions to develop. From this perspective, they present the establishment in Portugal of three local social observatories in Porto, Setúbal and Faro. The methodology has been based on the search for the analysis of the necessities of the population, allowing a rigorous social diagnosis. In this way, these necessities are compared to the services implemented, thus evaluating its consistency and efficiency. With this article, the authors try to demonstrate the importance of the observatories for the Social Action at different levels. The role of the observatories in the study of local issues, local actors and policymakers allows a diagnosis to be performed on terms of planning and ongoing evaluation of the intervention.
