El Chapo - una figura relevante en el ámbito de la seguridad bilateral México - Estados Unidos

Abstract

“El juicio del siglo” de Joaquín Guzmán Loera alias El Chapo, que transcurre en Nueva York desde noviembre de 2018, ha colocado en el centro del interés público al ex líder del cartel de Sinaloa y quien fuera el capo más buscado del mundo. el proceso judicial y sus revelaciones, han suscitado también un nuevo interés internacional por la cuestión del narcotráfico y el funcionamiento de las organizaciones criminales transnacionales. Por otra parte, el hecho de que Guzmán Loera, siendo un narcotraficante mexicano, sea juzgado en los Estados Unidos, demuestra un grado de conexión en materia de seguridad entre ambos países y su colaboración en la lucha contra el narcotráfico. esta lucha ha sido institucionalizada a partir del año 2007 en el marco de la iniciativa Mérida, un programa conjunto para erradicar los carteles mexicanos y disminuir el crimen organizado, firmado por los presidentes George Bush y Felipe Calderón, y continuado (a pesar del cambio de las administraciones, y agendas políticas en ambos países), por los presidentes Barack Obama y Enrique Peña Nieto. la extradición del chapo a los estados unidos en 2017 fue considerada un logro relevante en términos de cooperación bilateral en el combate al narcotráfico, y la coronación de la estrategia denominada Kingpin strategy. sin embargo, como demuestran investigaciones recientes, la relevancia política del chapo sobrepasa el marco de la colaboración oficial entre ambos países, al revelarse los lazos del narcotraficante tanto con agencias del gobierno estadounidense, como con las élites de poder en México
